There are quite a few vehicles that meet the criteria. The 25-mpg requirement eliminates most SUVs except for a few compact and hybrid models, so the majority of vehicles listed below are passenger cars. Some of the listed vehicles are expensive luxury models, but there are affordable entries from Subaru, Suzuki, Volvo and Ford. The 2009 Suzuki Sx4 (28 mpg) and 2009 Subaru Impreza (27 mpg) are the least expensive, starting at $16,699 and $17,495, respectively.


All-wheel drive is a fuel-consuming feature, but some all-wheel-drive cars still manage to get respectable gas mileage; the 2009 Audi A4 with a manual transmission gets 30 mpg on the highway.
