A top-tether anchor is a rigid fastener for attaching a tether from a compatible child-safety seat. The top tether is designed to secure the top of the seat, resulting from studies that found almost all child-safety seats allow too much “head excursion” in an accident. Federal laws require all passenger vehicles manufactured after September 2000 to feature these anchors.
