Recalls are not interchangeable between Canadian and U.S. vehicles. For example, if you own a Hyundai that’s licensed for sale and bought in Canada, then a recall issued by the U.S. National Highway Traffic Safety Administration does not apply to that Canadian-spec Hyundai.
Canada has an agency that regulates vehicle safety recalls, called Transport Canada. A Transport Canada representative says that when Transport Canada hears of U.S. recall, it gets ahold of the manufacturer and checks if there is a problem with the Canadian model, because vehicles sold in Canada may be manufactured to different standards than U.S. vehicles.
Much like NHTSA, Transport Canada reports recalls issued by a manufacturer and investigates owner-reported safety complaints.

but if a person buys it in A and lives in country B and country A has a recall, do they have to go back to country A or get it in country B without paying for it?
