Yes, the 2007 Cobalt has daytime running lights, as does the 2008. The Cobalt also has automatic headlights that turn the low beams on automatically when night falls or in low-light situations.
DRLs have been standard across most of the GM lineup since 1997. The running lights are a safety feature that make it easier to spot a car in poor visibility conditions during the day. DRLs are on whenever the car is running and operate at less light output than do the standard headlights.
